Kristin is the Executive Director for the Council on Developmental Disabilities (CDD). In this role, she oversees the development and implementation of the Council’s State Plan and ensures the Council fulfills its mandates under Federal and State laws.
Kristin is the former Special Advisor to the New York State Commissioner of Health, having previously served as the Acting Executive Deputy Commissioner in the State Department of Health. She returned to public service at the beginning of the COVID-19 pandemic to work with the Governor’s Office and the Department of Health on the State’s COVID-19 response activities, including establishing and leading the Hospital Capacity Coordination Center and planning and implementing the COVID-19 vaccination program.
Kristin brings 25 years of policy, fiscal, and management experience to the CDD, along with not-for-profit sector experience working with the largest provider of services to individuals with disabilities in the Capital Region. She served as Commissioner of the NYS Office of Temporary and Disability Assistance and in the Governor’s Office working with three Governors.
Federal Liaison
Jennifer Goldman
Jennifer Goldman is the Federal Liaison for the NYS Council on Developmental Disabilities (CDD). She leads communication efforts with federal partners and reports on outcome measures that demonstrate the impact of CDD funded projects. She is the agency policy lead, coordinating CDD policy work at both the state and federal levels. In addition to her role as Federal Liaison, she serves as the CDD Ethics Officer and Internal Controls Officer. Jennifer holds a Bachelor of Science in Management from Rensselaer Polytechnic Institute and a Master of Public Administration from Binghamton University.

Kimberly Berg
Kimberly Berg is a Program Planner for the Individuals and Families Committee at the NYS Council on Developmental Disabilities (CDD). She has worked in various capacities at the CDD since 2014, and thoroughly enjoys the CDD's collaborative approach to developing innovative projects and meaningful outreach and advocacy that positively impacts the lives of New Yorkers with IDD, and their family members. Kimberly has a Ph.D. in Cultural Anthropology and infuses the tenets of this training into her work at the CDD.
Program Planner
Jackie Hayes
Jackie Hayes is a Program Planner and Diversity and Inclusion Program Specialist for the NYS Council on Developmental Disabilities (CDD). She coordinates one of the CDD standing committees, the Community and Systems Change Committee (CSCC). As the Diversity and Inclusion Specialist, she helps embed Diversity, Equity, and Inclusion (DEI) initiatives throughout the agency. She is also the Language Access Coordinator for the CDD. Jackie holds a Ph.D. from the University at Albany in Latin American, Caribbean, and U.S. Latino Studies.
Associate Budgeting Analyst
Jesse Kendall
Jesse Kendall is an Associate Budgeting Analyst for the NYS Council on Developmental Disabilities (CDD). He manages the annual budget for the CDD and monitors the grant funds awarded to project grantees as well as all other agency expenses. He holds a B.A. in Sociology from Loyola University of Chicago.
Public Information Officer
Regina Dalpiaz-Bulman
Gina Bulman is the Public Information Officer for the Council on Developmental Disabilities, responsible for developing and implementing internal and external communications, writing, and editing press releases, newsletters and other materials, planning and coordinating events, responding to media inquiries and promoting the work of the CDD on their social media platforms. Gina is also a liaison to Council Membership and manages special projects and events. Gina holds a Batchelor of Arts in English/Journalism from the State University of New York at New Paltz.
Communications and Grant Coordinator
Drew Webster
Drew Webster is a Communications and Grant Coordinator for the Council on Developmental Disabilities. He is responsible for the agency's public-facing resources and the agency website. He also works closely with staff and grantees to promote the work of the Council through a variety of multi-media channels. As a Research Specialist, he works closely with grantees on program implementation and reporting throughout the contract term. Drew holds a Master of Public Administration (MPA) from the Rockefeller College of Public Affairs & Policy at the University at Albany.
